ESTABLISHING AN INTEGRATED VALUE CHAIN FOR EXPORT OF SEED SPICES FROM JODHPUR - AN INTERFACE WITH KEY STAKEHOLDERS

The Western Rajasthan is endowed with 8 of 10 seed spice crops belonging to the Apiaceae family, which not only flavours the food we eat but also possess aromatic and medicinal properties. Cumin, Coriander, Fennel, Ajwain, Dill and Aniseed are cultivated on a large tract of land & offer tremendous opportunity for quality production, value addition and export from Western Rajasthan. The seed spices form an important group of agricultural commodities and also play a vital contribution to the rural economy of the State. Rajasthan, along with Gujarat is known as the “Seed Spices Bowl ” and contributes to around 65-70% of the total seed spices production in India.
India commands an outstanding position in the global spice trade with a 47% share in volume and 43% share in value. Indian seed spices’ export have shown a remarkable growth both in terms of quantity and value. Value-added seed spices products as well as raw spices are being exported from India to more than 135 countries in the world and is meeting roughly 50-60% of the total global demand for seed spices. The main buyers of seed spices are China, Bangladesh USA, Europe, Egypt, Middle East and South East Asian countries.
Rajasthan enjoys seamless connectivity with ports through railways and roadways. The state has several Special Purpose Industrial Parks including four Agro Food Parks (Kota, Jodhpur, Sri Ganganagar, and Alwar) and two Agri Export Zones covering 5 districts each, with focus on spices, particularly on Coriander and Cumin. The establishment of two Spices Parks by Spices Board, Govt of India at Jodhpur and Kota is a milestone achievement in the state’s quest to increase processing and value addition of seed spices. The proposed webinar examines the various policies & regulatory, marketing, customs and trade related aspects of exporting seed spices directly from Jodhpur, Rajasthan. Currently, the majority of the seed spices, particularly Cumin is transported from various production centres of Western Rajasthan to Unjha Mandi of Gujarat for sale, processing and export.
As far as Rajasthan is concerned, there is immense scope for strengthening the value chain of seed spices, so as to provide enhanced benefits to the smallholder growers, entrepreneurs and exporters from the State. The webinar intends to discuss the current practices, policy paradigm, processing capabilities, APMC provisions, infrastructure, customs related matters at Thar Dry port ICD and opportunity for direct export of seed spices from Jodhpur, Rajasthan with a view to improve growers’ income & livelihood, job creation for rural youth and to ensure sustainable production and export of seed spices from Jodhpur, Rajasthan.
Experts call for enhancing export of seed spices from Jodhpur, Rajasthan
Jodhpur, Rajasthan (28 Oct 2020) - Rajasthan and Gujarat together form the Seed Spices Bowl of India, contributing major shares in global production. India faces stiff competition in the international markets in exports of seed spices particularly cumin and fennel. 
Quality issue is another challenge. To resolve these issues in the Western Rajasthan cluster, mainly producing cumin, nagauri paan methi and isabgol, the different stakeholders came together for a virtual meet. The webinar titled "Establishing An Integrated Value Chain For Export Of Seed Spices From Jodhpur-An Interface With Key Stakeholders" saw a holistic presentation of different perspectives to address various facets for increasing seed spices production and export. The discussions entailed the current practices, policy paradigm, processing capability, APMC's provisions, infrastructure, and custom related matters at Thar Dry port ICD to facilitate export of seed spices from Jodhpur, Rajasthan and discussed steps to improve growers' livelihood, job creation for rural youth, FPO based aggregation, improve farmer's income and sustainable production and export promotion of seed spices from Jodhpur, Rajasthan.
The quality brainstorming session underscored significant areas of improvement and insightful suggestions from industry experts to improve the situation. Mr P M Suresh Kumar, Director (Mktg), Spices Board India Cochin, while delivering welcome speech, highlighted the share of seed spices (22%) in total exports (US$ 3 billion) and contribution of Rajasthan in exports of seed spices. He also mentioned the different initiatives taken by the Board for the development of seed spices industry in the State such as Spices Parks. Shri D Sathiyan IFS, Chairman cum Secretary, Spices board, in his inaugural speech, emphasized the need for improving the product's quality by promoting acceptable agricultural practices (GAP) and hygiene practices among farmers. He also highlighted Agricultural Export Policy (AEP) of Govt of India for boosting export of seed spices from the Jodhpur, Nagaur, Barmer and Jaisalmer district cluster under the cumin cluster programme. Dr. C.D. Mayee, President of South Asia Biotechnology Centre, Jodhpur who is implementing DBT-SABC Biotech KISAN hub for Western Dry Region emphasized the need to teach the farmers about best practices to obtain a high-quality produce. Smt Anu Shree Poonia and Shri Bhojaraj Saraswat Spices Board Members have urged the need for integrated and co-ordinated efforts from all departments to make Rajasthan the next spice export Hub.
Besides improving production, several other aspects are also need to be worked out simultaneously to enhance the sector's gains. Dr. Gopal Lal, Director, ICAR-NRCSS presented the roadmap for the next five years comprising of activities for conserving seed spice biodiversity, enhancing the genetic potential of seed spices for yield and quantity, enhancing the resilience of seed spices to climate change, plant health management, upgrading seed spices quality and value addition and empowering farmers. Developing further on the plan, Shri M L Gupta Director PHM, (RSAMB), underlined the need to build an ecosystem for the region's overall seed spice industry through multiple illustrious policies and aids under the state government. Dr. Shrishail Kulloli, Spices Board India, Jodhpur, suggested the strengthening of the State measures by connecting the entrepreneurs, organizing virtual buyer-seller meets which bring different stakeholders from industry on a single platform, involving qualified young youth and promoting more establishments such as Spice Parks to improve the Spices industry in the State
Dr. Bhagirath Choudhary, Director SABC, Jodhpur & Board Member, APEDA, Ministry of Commerce & Industry, pressed the need to utilize the spice parks as physical infrastructure for local operations and as an opportunity to expand exports. He also suggested getting the produce tested for quality and pesticides residue by establishing a laboratory to ensure food safety to the end consumer. Further, Jodhpur is also becoming a potential global hub for Isabgol, for which, the business entities should come forth. Other helpful steps include optimizing FPOs, promoting aggregation at farm gates and promoting organic certification as part of DBT-SABC Biotech KISAN hub initiative, supported by the Department of Biotechnology, Govt of India. By ensuring organic certification of produce, the farmers can sell to the buyers looking for certified organic produce and pave the way for contract farming.
Although the present infrastructure in Jodhpur provides sufficient opportunities to grow as an export destination, its full potential remains underutilized. Sh. Abhishek Narayan Sinha, Assistant Commissioner (Custom), ICD-TDP, Jodhpur, brought forth the puzzling issue of diverse export destinations for seed spices contrasting with low export volumes from Jodhpur. Also, adulterated consignments exported by unfaithful traders result in stringent custom procedures and compromise customers' trust. Sh. Purushottam Mundra, Chairman Jeera Mandi, Jodhpur, also pressed the need for well-timed programmes to guide farmers in acceptable agricultural practices, establish more industries in the area and quality testing facilities in Mandis.
The speakers like Shri. Sunil Parihar Chairman, Jagshanti Industries Group and Shri Tarun Bafna also suggested the need for providing real-time guidance about seed spices, packaging, storage and, transportation to exporters, creating good infrastructure facilities at APMC, Jodhpur, and enhancing financial support. Thus, the productive brainstorming sessions laid the base for further development and collaborations between farmers, industry experts, and government authorities to take the sector to new heights so that Jodhpur can emerge as an export hub of seed species and Isabgol in Rajasthan.

भारत के बिजीय मसालों बाहुल्य क्षेत्र के राजस्थान और गुजरात का विश्व के बिजीय मसालों उत्पादन में बडा योगदान है। बावजूद इसके भारत को अंतराष्टीय बिजीय मसालों बाजार विशेषकर जीरा व सौंफ के बिजीय मसालों बाजार में कडी चुनौती का सामना करना पड रहा है। वहीं गुणवत्ता भी एक बडा मसला है। राजस्थान के बिजीय मसालों क्षेत्र विशेषकर जीरा, नागौरी पान मैथी और इसबगोल के उत्पादन में आ रही समस्याओं के निदान पर चर्चा के लिए विशेषज्ञ एकत्र हुए और जोधपुर से बिजीय मसालों के निर्यात विषयक एक वेबीनार बैठक में अपने विचार रखे। वेबिनार का आयोजन ICAR-NRCSS, स्पाइस बोर्ड ऑफ़ इंडिया, जैव प्रौद्योगिकी विभाग DBT-SABC बायोटेक किसान हब, और दक्षिण एशिया जैव प्रौद्योगिकी केंद्र द्वारा 27 अक्टूबर को किया गया। इस बैठक में जोधपुर से बिजीय मसालों के निर्यात को सुविधाजनक बनाने के लिए ड्राई पोर्ट ICD में वर्तमान सुविधाओं, नीति प्रतिमान, प्रसंस्करण क्षमता, APMC के प्रावधान, बुनियादी ढाँचे और कस्टम से संबंधित मामलों को शामिल किया गया और ग्रामीणों के लिए आजीविका, रोजगार सृजन में सुधार के लिए उठाए जाने वाले कदमों पर चर्चा की गई। इस चर्चा का मुख्य उदेश्य एफपीओ आधारित एकत्रीकरण, किसान की आय में सुधार और जोधपुर से बीज मसालों के सतत उत्पादन और निर्यात को बढ़ावा देना था।
कोचीन स्थित स्पाइस बोर्ड के निदेशक पी एम सुरेश कुमार ने अपने स्वागत भाषण में कुल निर्यात में बिजीय मसालों (22%) की हिस्सेदारी और बिजीय मसालों के निर्यात में राजस्थान के योगदान पर प्रकाश डाला। उन्होंने राज्य में मसालों जैसे बिजीय मसालों के उद्योग के विकास के लिए बोर्ड द्वारा की गई विभिन्न पहलों का भी उल्लेख किया। मसाला बोर्ड के अध्यक्ष व सहसचिव डी सथियान IFS, ने अपने उद्घाटन भाषण में, किसानों के बीच स्वीकार्य कृषि प्रथाओं (जीएपी) और स्वच्छता प्रथाओं को बढ़ावा देकर उत्पाद की गुणवत्ता में सुधार की आवश्यकता पर जोर दिया। उन्होंने जीरा क्लस्टर कार्यक्रम के तहत जोधपुर, नागौर, बाड़मेर और जैसलमेर जिला क्लस्टर से बिजीय मसालों के निर्यात को बढ़ावा देने के लिए भारत सरकार की कृषि निर्यात नीति (AEP) पर भी प्रकाश डाला। साउथ एशिया बायोटेक्नोलॉजी सेंटर के जोधपुर के अध्यक्ष डॉ सी डी मायी, जो पश्चिमी शुष्क क्षेत्र के लिए DBT-SABC बायोटेक KISAN हब को लागू कर रहे हैं, ने किसानों को उच्च-गुणवत्ता वाली उपज प्राप्त करने के लिए सर्वोत्तम प्रथाओं के बारे में सिखाने की आवश्यकता पर जोर दिया। श्रीमती अनु श्री पूनिया और श्री भोजराज सारस्वत मसाला बोर्ड के सदस्यों ने राजस्थान को अगला मसाला निर्यात हब बनाने के लिए सभी विभागों से समन्वित और समन्वित प्रयासों की आवश्यकता का आग्रह किया।
वक्ताओं ने उत्पादन में सुधार के अलावा, सेक्टर के लाभ को बढ़ाने के लिए कई अन्य पहलुओं पर भी एक साथ काम करने की आवश्यकता पर जोर दिया है। ICAR-NRCSS के निदेशक डॉ गोपाल लाल ने अगले पांच वर्षों का रोडमैप प्रस्तुत किया, जिसमें बिजीय मसालों जैव विविधता के संरक्षण के लिए गतिविधियाँ, उपज और मात्रा के लिए बिजीय मसालों की आनुवांशिक क्षमता को बढ़ाना, बिजीय मसालों के पुनरुत्थान को बढ़ाकर जलवायु परिवर्तन, पौधे को शामिल करना शामिल है। स्वास्थ्य प्रबंधन, बिजीय मसालों की गुणवत्ता और मूल्यवर्धन और किसानों को सशक्त बनाना। श्री एम एल गुप्ता निदेशक PHM, (RSAMB) ने इस योजना को आगे बढ़ाते हुए, राज्य सरकार की नीतियों और सहायता के माध्यम से क्षेत्र के समग्र बिजीय मसालों उद्योग के लिए एक पारिस्थितिकी तंत्र बनाने की आवश्यकता को रेखांकित किया। डॉ श्रीशैल कुल्लोली, स्पाइसेस बोर्ड इंडिया, जोधपुर ने उद्यमियों को जोड़ते हुए राज्य के उपायों को मजबूत करने का सुझाव दिया।
डॉ भागीरथ चौधरी, निदेशक SABC, जोधपुर और बोर्ड के सदस्य, APEDA, वाणिज्य और उद्योग मंत्रालय, ने स्थानीय कार्यों के लिए भौतिक बुनियादी ढांचे के रूप में और निर्यात के विस्तार के अवसर के रूप में मसाला पार्कों का उपयोग करने की आवश्यकता पर जोर दिया। उन्होंने अंतिम उपभोक्ता को खाद्य सुरक्षा सुनिश्चित करने के लिए प्रयोगशाला की स्थापना करके गुणवत्ता और कीटनाशक अवशेषों के लिए परीक्षण का उत्पादन करने का सुझाव दिया। इसके अलावा, जोधपुर इसबगोल के लिए एक संभावित वैश्विक केंद्र भी बन रहा है, जिसके लिए व्यापारिक संस्थाओं को आगे आना चाहिए। अन्य उपयोगी कदमों में एफपीओ को अनुकूलित करना, फार्म गेटों पर एकत्रीकरण को बढ़ावा देना और जैव प्रौद्योगिकी विभाग, भारत सरकार द्वारा समर्थित DBT-SABC बायोटेक KISAN हब पहल के हिस्से के रूप में जैविक प्रमाणीकरण को बढ़ावा देना शामिल है। उपज का जैविक प्रमाणीकरण सुनिश्चित करके, किसान प्रमाणित जैविक उत्पादन की तलाश में खरीददारों को बेच सकते हैं और अनुबंध खेती का मार्ग प्रशस्त कर सकते हैं।
जोधपुर का बुनियादी ढांचा इसे निर्यातक के रूप में विकसित करने के लिए पर्याप्त है लेकिन अभी तक इसका पूरा उपयोग नहीं किया जा सका है। जोधपुर से आईसीडी-टीडीपी के सहायक आयुक्त (कस्टम) अभिषेक नारायण सिन्हा ने जोधपुर से मसाला बीजों के कम निर्यात के बिन्दुओं पर प्रकाश डाला और कहा कि बेइमान व्यापारियों की मिलावटी खेप से ग्राहको का विश्वास खत्म हुआ है। जीरा मंडी जोधपुर के अध्यक्ष पुरूषोत्तम मुन्दडा ने मंडियों में गुणवत्ता परीक्षण सुविधाओं को विकसित करने के लिए उधोग स्थापित करने और खेती के तरीको पर किसानों के मार्गदर्शन की जरूरत पर जोर दिया।
जगशांति इंडस्ट्रीज ग्रुप के चेयरमैन सुनील परिहार और तरूण बाफना जैसे वक्ताओं ने मसाला बीजों, उनकी पैकिंग, स्टोरेज और निर्यातको तक परिवहन जैसे मुददों पर सही समय पर मार्गदर्शन देने और जोधपुर एपीएमसी में मजबूत बुनियादी ढाचा खडा करने और वित्तीय समर्थन बढाने की जरूरत बताई ताकि इस क्षेत्र को नई उंचाइयों तक ले जाया जा सके। तभी जोधपुर राजस्थान में बिजीय मसालों और इसबगोल के निर्यात हब के रूप में उभर सकेगा।
